Proposed change
Working Ukrainians with temporary protection could switch to a work-based permit, under a proposal
On 17 September 2026 the Ministry of Labour and Inclusion, which sets work and immigration policy, sent a plan out for public comment. Ukrainians already in Norway with temporary collective protection who work and earn enough could apply for a permit that leads to permanent residence after three years. Nothing is in force yet; comments close on 30 October 2026.
This is an announcement, not a law. Nothing has changed yet, announced plans are often changed or dropped, and there is nothing to apply under until it is in force.
